New SIM card rules in India, set to be implemented from December 1, 2023, aim to address the increasing instances of scams and fraud involving fake SIM cards. These regulations, initially scheduled for October 1, 2023, were postponed by the government for two months. Both individuals purchasing new SIM cards and dealers involved in SIM card sales must adhere to these guidelines. The Department of Telecommunications is spearheading these efforts to combat fraudulent activities, imposing fines and imprisonment for rule violations.

Here are the key provisions of the new SIM card rules:

SIM Dealer Verification: Sim card dealers are required to undergo a verification process, and they must register the SIM cards they sell. Telecom operators are responsible for conducting police verification. Failure to comply with this rule may result in a fine of Rs 10 lakh.

Demographic Data Collection: Customers purchasing SIM cards for existing numbers must submit their Aadhaar and demographic data, enhancing the authentication process.

Bulk SIM Card Issuance: Limits have been imposed on the number of SIM cards that can be issued. Individuals can acquire SIM cards in bulk only through a business connection. Regular users are allowed to obtain up to 9 SIM cards using a single ID.

SIM Card Deactivation Rule: SIM cards will no longer be issued in bulk. After deactivating a SIM card, the number will be available for use by another person only after a 90-day period.

Penalties: SIM card vendors not registered by November 30 will face fines of up to Rs 10 lakh, and there is a possibility of imprisonment.

These measures have been implemented to enhance security and curb the misuse of SIM cards in fraudulent activities. It is crucial for both sellers and users to be aware of and adhere to these new regulations to avoid legal consequences.
